The OP's reading of the Highway Code seems to have been somewhat selective. It does not say that.venomx said:

Joining a dual carriageway or motorway from a slip road is an accident waiting to happen. Near here there are almost weekly crashes on the A63 near Brough, the local Facebook crime prevention group even had a post from the police warning to be careful at these slip roads due to the number of crashes.Some drivers have tunnel vision when joining a dual carriageway. They drive onto the main road regardless of traffic and hope/expect motorists to give way...1
