I have speeded up a couple of older (10 yrs +) laptops recently, one by just cloning the old Windows 7 drive to a new SSD, the other by adding an SSD and a fresh install of Windows 10.
Expect to pay around £30 for 240 GB  or around £50 for 480 GB SSDs (7dayshop). Start-up and shut-down times as well as program loading speed all much faster in both cases.
