There are 2 different types of cards that Barclays issue. 1 where the card always has to connect electronically to a server to check that a payment can be authorised, the other type is where additionally a card payment can be processed offline eg) a payment on a flight. Although most payments these days are processed online. The type of card you get depends on Barclays assessment of your individual circumstances (even on joint accounts).

The black Premier debit card is only available as an offline capable card, so what has probably happened is that your partner has not qualified for an offline card, therefore cannot have the black premier card.
Ain’t the normal blue debit card an offline card  too? As I have used it on an flight before. So my understanding is she failed the credit check and affordability for the black card ! Even though she has the access to the account and the savings. I do think it is somewhat ridiculous.

With the blue cards, it depends on what the card number starts with, if it’s 4658 it’s the electronic only card, if its 4659 then it’s the offline card.

She should still be able to have a card for the premier account, however if she cannot have premier card then it would be a blue card beginning with 4658.
I get it now. I just checked my old debit card- it’s 4658

so what exactly is the criteria to quality for the offline premier card ?

Marchitiello said someone they knew  was given it on a joint account and she was on a part time salary and without even requesting it.

Does HSBC premier have the same rules ?

The criteria for what type of card you are eligible for will be confidential to Barclays. But what they will look at is information from the credit reference agencies and account performance data if you are an existing or previous customer of Barclays.

These days having an offline enable card seems very irrelevant now as most transactions are electronically verified now anyway.  Seems like even on flights now they can electronically verify payments. Seems more of an issue though with having a premier account

I don’t know how HSBC work.

To me this is very weird.  I was automatically upgraded years ago and got the new card without apply for anything (albeit on a solo account). However, I also knew someone at work that had a Premier card and again she simply received it as her joint account was upgraded (she worked part time and would not have qualified for income basis).
Perhaps her part time salary was pretty good ! I mean I know
they run a separate credit check for the card - surely they wouldn’t run a credit check and issue the card without her being asked/made aware .
And if that’s true Barclays does not seem consistent with its customers
I know very well what the salary band was for that role and even full time she would not have qualified, but again this is either something new or there is more to it. When I was upgraded automatically I was told that the benefits were immediate and that I would then receive the new “black” card within the following days, but for example I could use immediately the higher ATM withdrawal amount straight away, and surely there was no mention of credit checks and/or card specific requirements.

I also have HSBC Premier and the rules are perhaps even more stringent (at least for individual accounts). I had a long history with HSBC as a director of a company banking with them, held few CC but never had an individual account with them. I then opened an Advance account for a switch bonus and start getting paid my main income in the account hoping for an upgrade to premier which never came. I then booked an appointment, visited a branch and discussed it with Premier Banker, before formally applying and getting credit checked. I was offered  a £7000 approved overdraft limit if I remember correctly (which I declined and asked to be reduced to £1500) but only a £7500 credit card limit (I was expecting more on that front). Having said all that, if you meet the qualifying criteria for an HSBC Premier account, and you pass the credit checks, you would be either offered a joint premier account or not, as there is not such a thing as a debit card specific credit check (only for the Premier CC would be separate)
