Rateable Value - Water Companies

I am having a dispute about the rateable vale of our property. We were mistakenly billed as a business as a result of an error dating back to 1993. The two water companies involved, South East Water and Southern Water used different taeable values, £640 and £425. However I was told by the Valuation Office Agency that the actual rateable value was £4600. If I remember correctly that means the rateable vale used to calculate the bill should be £460. Can anyone confirm this?
