Architectural detail, yes. A feature, no.
There are better ways of breaking up a large area of brick and adding "interest". One way would be to use  geometric patterns.

Much better. The Kharaqan tomb is a good example, not a bricked up window in sight. Or give Banksy your address.

The builder near us "accidentally" installed 4 clear, opening Velux windows in the house he built, entirely against planning granted, creating two extra bedrooms in the loft.  He told planning, "I just didn't think!"  These must be the missing windows from the OP's photos!  Maybe the builders just didn't think! :D

Planning aren't enforcing the original plans; very dodgy if you ask me!  :/

  • What I don't understand is it must be more expensive to have these than just a flat brick wall and to me they look even worse.

There appears to be another road directly behind (the second photo). What does the building look like from there?

My brother lives in a new build house across the road from one of these buildings. His garage is on the ground floor along with 2 others, upstairs is a flat that spans across the 3 garages. The people that live above in the flat say it's cold (which I'm not surprised about.

As for the window that's been bricked up I came to the conclusion years ago that it was a design feature, or it gave someone the option of knocking out the brick and fitting a window. Reason being alot of these new builds have no load bearing walls, so basically stud walls throughout so you can chop and change your room size as you see fit. So in 10 years time when the family size changes you can make some changes to the room sizes, that being said even with no internal walls most of these houses you can't swing a cat in.

The Georgian house we used to own had a couple of these (see attached pic of our old house).

If we'd stayed there the plan would have been to replace the blocked up windows, as imho even in an historic building they can look a bit odd 🙄

In new builds I think it looks dreadful!

It's an aesthetic feature, though it's subjective as to whether a plain wall would be better.  It works better on the first of the two pics, looking wrong on the second - as though windows HAVE been bricked-up.
