There's some new build houses near me with these.
Are they supposed to be some sort of style or a change of plan during the build?

Supposed to be there. It's so it doesn't look like a big expanse of imposing brick wall with nothing in it. The second picture probably has a car port so no windows and would look odd with just a plain brick wall, although so does the bricked up style IMO1

I sort of hope for a monumental mess up by the builders, the alternative is a new window tax...

Looks like an apartment over car ports or garages - quite normal in developments lately. Probs a leasehold property as well30th June 2021 completely debt free…. Downsized, reduced working hours and living the dream.0
