I am with KeithP on this. Make them prove if they were there (which I bet they were not) . The fact that they have recently put up this hurried and impermanent sign surely proves that the previous signage was ambiguous .KeithP said:

The 'homemade' sign is confusing.
It could mean ' No, dont park here, it is for GP patient parking only ' or it could mean ' Do not park here if you are a GP patient '

I would reply to the GP surgery email now, showing them a picture of the extra sign and ask if they put it up, or one of the other businesses, and do they know what date/month it appeared there because it will help your appeal to know.Trainerman said:

Was the car parked in the car park where the homemade sign is now situated, or in the dedicated GP surgery car park?
It's possible that entering a registration number into the tablet in the surgery only applies to cars parked in the GP surgery section of the car park. This means that a patient may well correctly enter their VRM, but the PPC won't accept it for cars parked in other parts of the car park. That's entrapment.
The sign above the homemade sign is forbidding in nature because it makes no offer to someone without a permit, therefore there can be no consideration or agreement, therefore there can be no contract. The sign doesn't warn motorists what will happen if they don't have a permit, or how to obtain one, or what will happen if they don't have one.
The homemade sign has no providence. There is nothing to say upon what authority it has been placed, or by whom, or the consequences if someone who is not a patient parks there.
The sign by the GP surgery is inadequate because the waning is in small font, underneath the larger more prominent wording. This fails Lord Denning's Red Hand rule because the warning is not brought to the attention of the motorist such that they would be aware of it.I married my cousin. I had to...I don't have a sister.

Seems my orginal email got to them, they are asking for evidence to support my claim of having a mental health crisis for them to investigate further. Is it fine to send them a copy of the text message GP sent me?
@Fruitcake The car was parked where we have parked a dozen times before without issue, the orginal metal sign above the homemade sign says to see car park signs for T&Cs, the car park signs behind the orginal and homemade, say it's for patients/visitors.1 -
If by 'they' you mean the parking form then send them as much detail as you want to, plus show them you have evidence that an office-printed extra sign was put up by one of the businesses or the surgery recently because they are all so fed up with their visitors being targeted with tickets and the landowner isn't happy. Say you have added to the complaints and feel tricked and hounded..PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
