You stand in the section that is as follows

Complaints to the managing agent of the Aspen centre !! Because you want the managing agent or landowner to cancel it , plan A in the newbies FAQ sticky thread near the top of the forum in announcements , first post

They should have given you contact details seeing as they are tenants , but at least you now know they are mere tenants , so you complain to the organ grinder and not the monkey !

They are wrong in calling it a fine too , plus should have given you a contact to complain to for the Aspen centre , because there are more options than just the appeal option

Same complaint , apart from the NHS guidelines don't apply

Add a copy of the initial complaint and above reply

So onwards , complain strongly to the managing agent or landowner , ASAP

Ps , I did tell you , If they contracted with the parking company , clearly they didn't , so that is why you go further up the ladder , until you get to the other contracting party , probably the managing agent

If it's this one in Warwick , it appears to be an NHS site , NHS England

    https://www.nhs.uk/Services/clinics/MapsAndDirections/DefaultView.aspx?id=96897

I would be asking the practice who to contact regarding the site ? NHS estates management ? Possibly

If it is an NHS trust site , the guidelines still apply

There is a pals contact on the website I pasted above , plus this link

It's in Gloucester. I'm getting really confused.  Do I write to the managing agent now?

Yes , find out who manages the site and complain to them

Shame you didn't give us the location earlier , their website tells you that they don't own the building and there are 5 businesses on site

I can also see several recent complaints on their Facebook page too

    Parking at the Aspen Centre

Parking at the Aspen Centre – Aspen Medical Practice is a GP surgery that operates within The Aspen Centre, but we do not own the building. The Aspen Centre accommodates 5 separate businesses, including Dermatology, and each business has made their own arrangements for customer / patient parking.

We are unable to help with any car parking enquiries for any of these other businesses. To find out where to park for Dermatology or any other business please contact that relevant business directly.

The ANPR car parking system at the Aspen Centre is managed by Creative Parking, for any parking penalty enquiries please see their contact information on the back of the penalty letter.

Yes I know , I also understand too , which is why you need to complain to the people who can help you

Those people who can help you are either the managing agent for the rented land and buildings , or the landowner , the actual owner of the land and buildings ! Facebook and the webpage mention the landlord , so it's the landlord that you complain to next !

There are numerous complaints on their Facebook page about this , with a standard fob off by the practice , so clearly the signs aren't good enough !  Plus I think that it's a recent change , catching out loads of people !

We can only tell you what to do , which we have done , nobody can do it for you , so you should follow my advice and nip it in the bud , at an early stage

The clinic you went to are not the agent or landowner , so have no parking contract , according to their website and according to the letter you showed us , so you have to find out who does have the contract and complain directly to them
  • Is the  ' GP Practice part of the car park '  clearly marked out with clear signage or marked/painted bays ??

If not then that can form part of your appeal.

You also have evidence in the email you got, that the GP Surgery want the signs made clearer!

I made pictures of the signs today. Parking conditions sign is above where we parked the car. Today I see the homemade sign in at the entrance to the parking spaces, I dont remember it being there a month ago (looks freshly printed out) or we wouldn't have parked there, yet main sign is saying about T&Cs In conditions picture, ie for patients
