Most 'Fake' numbers are put on like for like cars. I doubt you having a camera with APNR facilities would help in the circumstances you describe. Best bet would to be a chat with the local crime prevention officer, if they can't help, and you still think APNR is the way to go, then the only chance is the companies offering carpark solutions and that will come at a cost.
I agree they are likely to have similar cars and hence VIN check can expose that if such a thing exists. we have a few houses so paying up for a managed car park solution is not an issue , it is whether we can have the desired solution.

I'd really like to see a Cop show where they were using a VIN detector "ray gun". Hopefully they would be more successful with that than with their "Stinger".
