Getting back to your main question, you will not be able to stop the phone using at least some data while out of WiFi range. The best you can do is:

Go to settings, then 'apps and notifications'. Select to view all apps, then go into each one in turn and turn off 'background data'. This is typically found by taping on 'mobile data and WiFi'. Some 'system' apps won't let you do this and others you will need to leave well alone because you want those to work while out and about.

I did this and it did reduce my data usage but things like 'android system' Google and Outlook still run and use some data.

That's what I've done.   Will check his phone after a month to see if any data has been used and at what cost.

I use an app called Data Usage which works really well. It shows usage by day, week, month etc. I'm sure there are others just as good.
