Having blow up your photo there appears to be a small cover cap 180 degrees to the lever the you have been trying to unscrew. Put something in the plughole to stop anything dropping down it and getting lost then pop out that cover cap and use an allen key to loosen the grub screw that will be under it.

If I was clever enough I'd post an edited image but I'm not.

Sorry I can't think of anything profound, clever or witty to write here.

You mean what is shown in the OP's first picture? Not sure if that can be pried out maybe if the OP puts something sticky on it and tries to pull it out to see if it budges.
  • Problem solved.

The little plugs on the bottom came out, it took someone with long strong fingernails to pop them out.

I take it there was a grub screw in behind it.

Have you managed to replace the cartridge then?

Not yet, I cannot loosen the cartridge without the actual tap bending forward and distorting the sink.

There must be a way to do this without the tap bending forward.

You have to try and brace the tap itself whilst trying to undo the cartridge.

Apply equal pressure in the opposit direction, don't let it bend forward.

Using a socket set rather than a spanner makes this much easier in my experience. One hand to turn the socket (you could use a longer bar if needed) and one hand free to hold the tap steady.
