Refuse a water meter?

Hi all,
After some advice on an impending installation of a water meter at my property.
I already had a water meter when I moved into the property 5 years ago, it had been fitted by the previous occupier 3 years priors to me purchasing the property.
Earlier in the year I had the lead supply pipe replaced with plastic pipe, the water company came to switch to the new supply but did not fit a meter. I was not aware of this until I received an estimated bill but didn't think much of it as I thought it was due to Covid.
I have now received a letter saying that they want to come in the new year to fit a meter, thing is, am not keen on having one as despite watching our usage it still costs more than an unmetered supply.
Can I refuse the installation as they cocked up in the first place and took it out?
