That proof should be able to come on paper from 119. If the person in question is resident in the UK, they should be able to register with a GP and will therefore have an NHS number after this where vaccine records can be added once found.rexmedorum said:

@rexmedorum , at the moment you can't add a foreign vaccine to a UK record (it seems you want to do this), but I believe can use an internationally administered vaccine in the same way as a UK one for a number of countries avoiding the need for an LFD.
