BA Changed Connecting Flight - Causing Over 12 Hrs Wait - Any Possible Claim?

My 19 year old niece was flying from North America to Africa, and connecting at Heathrow. BA cancelled her connecting flight after the first flight had taken off, and changed it to one taking off over 12 hours later.
The girl was stuck at Heathrow without so much as a meal voucher or any other kind of support. The flight was booked through a Travel Agent. Has she got any claims she can make against BA?

BA would typically provide a meal voucher (possibly two for a 12h rescheduling delay). Did your niece think to approach the BA customer services desk to inquire?1
