If you say you only want another 20cm, how about screwing some trellis to the wall and growing something like clematis or roses along it? Might not strictly be legal, but there's a good chance you'll get away with it.
Our neighbour actually did that a few years ago. It was my plan too.

The other hole I see in this is that it says "1m above ground level". Well I can alter the level of the ground quite easily.
  • We have an oleaster limelight hedge which is evergreen and fairly low maintenance. We clip it a couple of times a year.

We keep ours clipped quite short, it is only about 0.5m tall and broad, but you can let it grow much taller and broader if that is what you want.

It has filled out and hedged relatively quickly. The plants were quite thin and lanky when we moved in (new build so they were young plants) but they have formed a hedge now in the 2.5 years we have been here.

I don't think a high wall around block anyone's view as they turned in. The main problem there is people parking on the yellow lines.
The restriction on heights of fences etc in front gardens is usually related to safety/visibility.

How long ago was the property built?  Are there any planning restrictions in place?

A wall or fence normally needs planning permission, hedges don't.
Unfortunately that advice is incomplete and not strictly true.  There are situations where planning consent would be required to plant a hedge in a front* garden and/or allow it to grow above a certain height. (*in some cases on other sides as well)

The other hole I see in this is that it says "1m above ground level". Well I can alter the level of the ground quite easily.
In planning permitted development terms the meaning of "ground level" is defined. Raising the ground level doesn't allow the structure etc to be higher - it will still be measured against the original ground level.  This hole was also seen by the drafters of the regulations, and closed off.

In some situations raising the ground level would itself need planning consent - therefore making it easier to just apply for planning consent for whatever boundary feature is wanted.
  • It's a 1930s house, I don't know if any restrictions.

1930's would mean it is less likey there will be restrictions over and above the normal planning rules - but it would be worth checking before you invested a lot of money in a new wall or fence.
