NCP Lincoln Expecting Parking Claim

I used a NCP car park last week in Lincoln and tried to register for the app which was successful but then couldn't find the QR code the sign said to scan so entered my car details and touched my credit card against the scanne r which beeped and asked if I wanted a receipt. I was distracted and pressed no!!! Anyway I'm checking my credit card and can see a .02 charge against it which I assume is the app and no charge for the £5-90 charge.
So question I have what is the best way to sort this when I receive the charge please?

It could be the third example we've had recently, involving NCP JustPark apps not working properly and not accepting or taking the money.
Get your card provider to confirm BY EMAIL NOT USELESS PHONE CONVERSATION, exactly what happened to that transaction, was it rejected or monies not collected by the trader?Then - once the inevitable PCN arrives - email your evidence to the BPA's Head of AOS, complaining if you have bank card evidence of NCP's systems failing again. Ask Sara Roberts at the BPA to investigate:

It's a private car park open to the public
The land registry is one option , one of many options that Umkomaas tells people every week on here , so read his guidance on finding out the landowner

SOME IDEAS ON DETERMINING WHO OWNS THE LAND1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park, we may have seen other cases there.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

So card provider tell me to fill out a dispute form as and when I get the Notice and they will look into it. The person I spoke to was helpful but didn't have access to the "back office" which shows all activity.
I also requested land owner details from the local authority and they've responded with the data protection cop out! So atm I'm just waiting for the notice to land1 -
Unlike 99% of PPCs, NCP do own some of their own car parks. But keep searching.The council has no right to withhold car park ownership details under DPA/ GDPR as those rules relate to individuals, not businesses.Please note, we are not a legal advice forum.
