Boiler Grants

Hi everyone,
My query is who should apply for help with grant for new boiler, as existing one needs replacing as keeps breaking down.
I own the property where the boiler is but do not live there. My mum lives there alone, aged 84 and in receipt of attendance allowance, plus registered deaf. I am her carer, and receive carers allowance. The house was left to me by dad, and mum has always lived there, and obviously i do not charge her rent.
We both are eligible for help due to the benefits we receive, as i understand it. Do i claim help in my name, but i dont live there but am the owner, or in mums name, but she isnt owner and isnt really a tenant either as we have no tenancy agreement as its my mum!!
Just want to do the correct thing, not looking to manipulate the system. Obviously we do not have the money to just buy a new one.
