My ASHP cost about £3k more than that for everything - ASHP, tank, pipes, 12 radiators. Given the extra cost of an ASHP vs a boiler that's not far off your quote. It took 4 people 2.5 days for the install. I removed our storage heaters and built the base for the ASHP.

Ditto to @shinytop - which makes me think this was a don't-want-the-job quote so either you will be sensible and go elsewhere or they will make a ridiculously high profit.Reed0
