Hull only has the whole KCOM thing for historic reasons. That's different from not offering services because they don't want to offer them, in the case of Hull they don't offer them because there is no financial incentive to offer them, because the area has been the way it is for many decades, and they know people won't switch.
There is nothing to stop BT and Virgin coming into Hull if they really wanted to. But the upfront costs of doing it (particularly for Virgin) make it not worth doing.
