unsafe fence

Our new neighbour has attached a 6 foot fence to our existing 4 foot fence & posts. Now our fence is broken after the strong winds of late blew against this 6 foot structure - we have asked the neighbour to remove his fence but as yet has not made any effort. The structure is now loose and we feel dangerous. Where do we go from here please? Thanks
