Apparently my house doesn't exist?

I hope someone can help cause I've hit a dead end.
I am a private tenant. My landlord's own a large house which they annexed in the 1970's. I have been living in the annex since 2014, which has the name of The Cottage added to the address to differentiate between the main house & my part. I have no utility bills as I pay the landlord direct, I do have my own phone line though in my name at The Cottage address. I am on the electoral roll for The Cottage & vote in every election, and I also get a council tax bill every year to The Cottage.
Since moving in I have been unable to arrange anything at my cottage as only the main house is registered with the PO & therefore my address is never listed under my postcode. I am unable to use certain services, including the local council & the PO, as my address doesn't exist.
When I didn't get a copy of the census I enquired why & was informed because my house doesn't exist according to the PO. When I contacted the PO I was told my house doesn't exist according to the local county council (Carmarthenshire). When I contacted the council I was told they have no record of my house ever existing, there are no planning applications to split the main house & I am probably living in a house built without planning permission. Great.
But the same council say that my house was valued by the Valuation Office in 2007 & I am liable for council tax.
Firstly I find it very odd that the same council can say my house doesn't exist but they managed to somehow value it & tax it.
But my main problem is this... The council are refusing to register the property & this is causing me problems. I can't apply for any credit or HP as they all say I'm not registered on the electoral roll, which I am. I can't use any of the PO online services as they say my address doesn't exist. I can't even use the council's own service portal as they do not list my address.
So how do I sort this out? All I want it for somebody to register the house so the PO will update their records & include me in the results. But nobody will help me. Every official body says it's the council's responsibility but the council won't even reply to my emails anymore.
Any idea welcomed!

That council doesn't surprise me really. I was renting a flat in a block of four but according to the council I didn't live at number 42B, but lived at Flat B, adjacent to number 40.
Council said they would change it but never did.0 -
Not a sensible move. It arrives to my name & addressed to The Cottage, (and then the name of the main house). But if I try & access the council's online portal The Cottage isn't listed, only the main house.NSG666 said:How do they address your council tax bill?0 -
