 Hey, silly question but how did you calculate the 19 days? Based on the image you shared

- date of incident was 14/10 
- Data of notice was 22/11 

which means notice was sent 39 days after the incident, minus 14 days of POFA notification, so the number of days by which the period has been exceeded is 25. 

Sorry I've received a similar letter and trying to reuse your template. 

My date of incident was 28/10 and date of sending the notice was 30/11 - based on my calculations the number of days by which the 14day period has been exceeded is 19. Is that right?

Not if there was a windscreen PCN on the day.

I have just used this to contest a NTK for South Terminal drop off last month. They issued it outside the 14 day window for ANPR fines under POFA. 

On the picture evidence provided they also edited the image by placing a solid black box on the cars front window so I was also unable to see who was driving. What else have they edited in the images?
