It could be marstons or jacobs for example (who do it a lot)

It featured on TV a few years back, with the Marstons woman grinning like a blonde shark as the Police and Council wrongly used ANPR to assist a bailiff. Outside of their powers I think and this was discussed at length on pepipoo forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
