Neighbors roof water falling into my garden.

    First: I'm no expert
    Second: Could these shed panels contain asbestos? 

    Also if he does nothing could you put up something yourself that you can attach a gutter to?

    IMO they are asbestos panels, usually chrysolite type
    i would contact environmental dept email containing pictures. As there a numerous owners better let the council deal with the matter.

    Yes, it very much looks like the typical asbestos clad type of garage with both the wall panels and potentially roof being made from asbestos. Definitely needs taking care of by the neighbour. If they don't then get on to your local council.
  • Worth a call to the council to see if any of the garages are classed non-domestic premises. If they are there are laws governing asbestos and the owners will have to address the issue.

    If they aren't see if you can speak to the appropriate dept at the council (maybe environmental health) to see what they advise.

    My thoughts around asbestos were that the council/env health would be a lot more interested than the owner, and may either force the owner to take action or do remedial work themselves. 

    May even be worth the OP taking a sample (that's fallen into his garden, of course) and getting a report on it to confirm.

    From sight, I agree with others above, they look very likely to be asbestos cement. As they are in poor state of repairs one would hope the owner would be open to getting it removed and replaced with something a little more weather resistant. 

    I wouldn't hold out too much hope that the council will do much though as i have raised similar with mine in the past and they we not interested - in my case they had piled it in their front garden close to the public pavement and it was much more damaged that that shed.

    Well I'm not prone to hyperbole but that could have killed you. 

    I suggest you call/visit environmental health first thing with that picture. Never mind the asbestos, you're now dealing with a danger to life & limb.

    I am going to reach out to the council for some advice today and taking more pictures for evidence.
