Part of the history of this is that a wedding is a legal ceremony which must be open to the public - DH used to be registered to take weddings at our church before the law changed. So it has to be during the day, and the doors have to be left unlocked.
And notice has to be given, which I believe includes where the ceremony - or at least the legal bit - will take place. Which is why a building has to be licensed: the notice says where and when it's happening, so anyone can just turn up and object.
Since it's a bit hard to object if you're up in a hot air balloon, and identifying an exact outdoor location can be tricky, I don't think a change in the law is going to happen any time soon ...
But you can always do what I've known others do - get the legal bit out of the way quietly and without fuss, then celebrate where you want, the way you want, and think of that as your wedding!Signature removed for peace of mind0
