Sim Cards and 4G Routers

Apologies if this is a stupid question (or 2) A relative in the Scottish Isles has a new Transmitter for EE literally across the road and wants to run 4G Broadband and ditch their EE broadband which is very poor (via landline) If they go with an EE 4G Router or another does it have to be just an Unlimited Data Sim?? or Can you run a Phone Sim (Unlimited) and just use the data side of it??
Also what other companies piggyback on EE - I know that Plusnet do just wondering who else may have a decent cheap unlimited data sim using the EE signal. Thanks in advance

Here is a list of UK MNVOs showing whose network they use. EE seem to be one of the more popular ones.

I use a 3 sim in my Huawei 818 and get up to 120 mbps on average it's about 70 mbps for £16/month0

There do not seem to be many (any?) EE piggybackers that have a cheap unlimited data sim available. Since your relative currently has EE broadband and wants to move to EE 4g broadband then perhaps opening a dialog w/ EE may be the way to go. Might be able to get a trial of any 4g service and even haggle a bit on cost to get it closer to the existing service.1
