Ryanair zero charge for changes made 7 days in advance

I have a flight booked for: 28th November 2021 at 15:40. I try to change this on 21st November at about 02.00. Terms and conditions state I can change the flight if I do so at least 7 days in advance. The early hours of 21st November are more than 7 days before 28th November in the afternoon.
I'm getting a change fee of £45.
(I try to send an email to customerqueries@ryanair.com which bounces.)
I speak to an online chat agent today who says I had to make the change on 20th November at the latest: 'It is counted by days not hours .' I ask: 'Is that make clear in the terms and conditions?' They resond: 'I understand but it is mentioned that at least 7 days the 7th day is not included.'
I call +44 1279358395. First time I cannot find my booking number and the agent cuts me off. Second time I have my booking number and explain the issue as best as I can. The agent says something about having to make the change 8 days before. I ask if this is made clear in the terms and conditions. The agent repeats the same thing then cuts me off because I ask for clarification again.
Terms state:
'To avail of the “Zero” Flight Change Fee promo, flight changes must take place at least 7 days before the original scheduled departure dates.'
Any thoughts?

Flight changes must take place at least 7 days before the original scheduled departure dates (the day of departure is excluded). Any changes made within 7 days of the original scheduled departure dates will be subject to the standard flight change fee set out in our Table of Fees.

I cannot find the qualifying phrase 'the day of departure is excluded' in the terms and conditions.
