The government increased the charge (in England) from 5p to 10p per bag back in May, and I'm pretty sure they removed the option of charging a flat rate at the same time.0 -

The bottles of grog barely made it into the kitchen before the bag disintegrated.0

I just had my first ever Ocado order delivered. Was charged for 6 bags, but the order showed up in 3 (which was more than enough for the number of items). I had an online chat with one of their customer service team, who said the system, "intelligently estimates the number of bags needed, but sometimes it gets it wrong".
They happily refunded the cost of the extra bags (not that I was too fussed about £0.30). But if they routinely overestimate the number of bags needed by such a big margin, they must be making a fair bit of profit out of that every year. Would be interesting to see a summary from them on how many bags they charge for versus how many they actually use.0 -
I doubt it makes much difference as customers just as readily overestimate the number of bags they return return (Ocado drivers don't check the number you tell them unless, I guess, if you tried to say you were returning double the number you actually were).0

If you are shopping with Morrisons, once payment has been processed you can request a refund and there is an option there for incorrect bag quantity.0
