Does the energy price cap apply to LPG gas that is delivered in bulk to a tank? If so, is it possible to work out a pence/litre rate under the cap to compare with a contract? Thanks in advance.

The LPG market is not regulated as such.

LPG is not covered by the OFGEM price cap, and has little in the way of regulation compared to mains gas/electricity.1 -
Neither LPG or oil are regulated nor are centralised heating systems where a single boiler provides heat and hot water to multiple dwellings (like a block of flats) or buildings (like a housing estate) . It's only domestic gas and leccyNever under estimate the power of stupid people in large numbers0
