Emulsion paint drying time?

You could speak to the technical department at the paint manufacturer. They may be able to help you. There’s probably something gone wrong with the mist coat, even though it is adhering to the plaster. It might need more diluting than 15%? The usual recommendation is 25-30%, but maybe not for this particular paint?330d said:

You have had several suggestions here, namely scrape off the loose paint, put lining paper over it, or simply accept it is loose and use a cutting in brush.It’s time now to make a choice. The Leyland trade paint i used for the mist coat says on the back to mix with only 10% water. So I don't think adding even more water than I did would of helped.

Good question. So I have sanded a small area of the mist coat.
I have then applied a coat of primer and will see tomorrow if it has adhered.
I have also applied a small amount of primer to the existing mist coat.
So tomorrow I will check if the primer has adhered to hopefully one of the test areas1
