Which Sim-Card To Get ?

I'd like a sim card that has some data on it so I can use it in a spare phone for sat-nav in the car.
I have tried using it offline and in aeroplane mode but it's not accurate and doesn't work well. 

I don't want a commitment of paying £10 or whatever every month. I just need a traditional sim card that can use a minimal amount of data. ( Google maps only uses kilobytes of data for journeys so I don't need 10GB or whatever ) 
I want to be able to top up £10 for example, then when the data has run out, top up again. Whether that be every 2 or 3 months.

Most payG simcards these days seem to be the ones you top up £10 and then get the data etc. But what happens if you don't top up, do you then just eat into the £10 credit  once the month is up?
