Send round that email, don't mention the amount otherwise ask all who lost it to come forward and form a queue, say at lunchtime.0

It's hardly as if you found this money on an uninhibited island. It belongs to someone else. Say some money was found and see who comes forward to say he/she lost a 20. If no one does, talk to HR, and you all can give it to charity. Do the right thing.0

I agree with previous suggestions of an open-ended email to all. It will go to a good cause if not correctly claimed within a month.
HR? Don't make me laugh. The HR label is no guarantee of anything, including any degree of integrity. And remember the HR Mission Statement "We're not happy until you're not happy."0 -

Rob Newman, comedian and thinker did a great radio programme on moral dilemmas. I think its still available on BBC sounds. His answer was, ask first what does the law say?
In this case I think the law says if you find something and keep it, its theft. The moral dilema here is surely, if I steal something and no one knows I stole it? The legal answer is its theft, the moral answer is, its still theft.0
