My passport was only issued in October 2019, but due to the fact that passports issued at this time are signed when you receive them (rather than an electronically scanned signature on the picture page of the passport) I was unable to renew online last month. I used the chat function - it was working on 20th October! - as the only message when I tried to renew online was that they couldn't verify my identity. However the only response was that it was a known issue and there wasn't any way round having to pay more as I wouldn't be able to complete it online.0
