Halifax issuing post to the wrong Address

Two issues here. Halifax have provided poor service, which as highlighted here is subject of a complaint. If not resolved, you can go the Financial Ombudsman Service - FOS - who take ages to reach arbitration (over a year in some cases) - and they usually find in favour of the bank. But taking the case to the FOS costs the bank £750 win or lose and puts the bank in the complaint-made stats, so that is some punishment for said bank.
The other aspect, which seems to have been overlooked here, is that this Halifax error led to confidential personal data in the form of letters, statements etc being delivered to a third party to do who knows what with. This is not a trivial matter. It might be wise to check your own credit history urgently in case your details have been used for catalogue credit shopping etc.
A concern about the way an organisation is handling your personal information is outside the remit of the FOS - and of the Halifax complaints team. The process is to identify the Data Protection Officer for Halifax bank and make a complaint to them. If they do not respond within a month, or you do not agree with Halifax decision the Information Commissioners Office - ICO - has jurisdiction and you ought to consider making a complaint to the ICO as well.
