Calling Republic of Ireland occasionally

Can anyone recommend a company that gives cheap calls with very little hassle such as simply dialling a proxy number without having to set up an account or buy credits?
Logically thinking that would only work if you dialled a premium rate number such as an 08 one which must be much more expensive than buying credits.
If the above is not possible then if credits are bought do you still have to pay for calling the proxy number as well?
I'm trying to find a simple method so that my 80 year old mother can call her relatives. She's always scared of being ripped off (rightly so) or paying too much so she ends up calling less and with shorter conversations when she does which is a crying shame.
Thanks very much and hope you can help.

Yes, that would be the best solution and my mother uses WhatsApp, unfortunately her relatives don't. I don't think they even have smartphones. Thanks anyway.

If you want a set up as suggested, with a set of numbers forwarded to your favourites, look at Localphone. It does involve an account and credit though; I don't see how you could do this for free. And the calls to their UK numbers would cost you, unless there is a bundle of inclusive calls.
