Electrol roll help please

Hi didn’t know what catagorie to post this it might sound a daft question but I just want to be sure and I’m a bit confused! 

On checking 192.com for someone (owes money) I can find their details dating back a few years but the latest date says 
Mr xxx (2018-21)
address

does this mean they are registered as living at that address now? Or could there be a chance they have moved to a new address but are still on the register for that address as it says 21 which I take as 2021 or is it just not updated yet if there is a change of address? There is no further info after this entry for Mr xxx so either he’s still at above address or he’s moved and not updated the electrol roll am I correct? 

Quick background 

Mr xxx owes money I’ve been in contact with him but he is saying he stays at a different address than I have found on electrol roll when I said to him the electrol roll says he stays at xxx rd and it says 2018-21 he is saying that it’s just not been updated yet but that he moved out of that address over a year ago 2020 

he’s refusing to repay and I’ve said I will take it further and will be giving the address on the electrol roll obviously and he’s basically saying go for it as he doesn’t live there anymore! I know he collects some benefits so assuming the electrol roll address details must match his claim and I’m also assuming u can’t be registered at 2 addresses at once? If you’ve read this far then thanks didn’t expect to be this long! But in short is 2018-21 on ER mean he’s registered living there right now

I'm not sure if there is a section on the board where a query like this would fit in. Some parts of the board were closed a while back and this may be something that would have fitted in to one of those that closed.

192.com gets its information from the electoral register. If the information is current it will show a 2021 date. It could mean of course that the person has moved at some point this year but just as likely it could mean the person is still living there. He could have moved and be on the electoral roll now for another address but as far as I know you can't cross-check this information on 192.com. If it's an uncommon name then it would be earlier to trace the person than if he was called John Smith (assuming, if he has moved, he has registered this with electoral services at the council).

He’s telling me he moved in 2020 which if he did would it say 2018-2020 is there any reason other than him living there or him moving sometime 2021? As in is there any chance the dates on 192 are wrong? I’ve searched his name and that’s the only info that has came up there’s no other address registered with his name. In short really I just need to know if 192 would post his name and address with those dates this year if they were false if I’m to believe he moved house in 2020 like he has said

If he hasn't registered at his new address then it will still tell you he's living at the old address.

But he would have had to register at his new address to claim universal credit would he not? The only reason I know he’s getting uc before anyone mentions it is he’s saying if he does get made to pay the debt he’s in uc so it won’t be enforced 

This is a screenshot of what 192 says I’ve blacked out his name for obvious reasons and I’m not horrible I just want the debt paid rightfully but without a definitive address I can’t send letter

This person owes you money so are you going to believe everything they tell you? You have no proof that they claim UC. I'm still not sure what this has to do with welfare benefits.

Edit to add, do you have proof that they borrowed money from you and proof that it was just a loan?

Poppy I appreciate your help but I posted it on this thread as I wasn’t sure where to post like i said apologies the only reason I’ve mentioned the universal credit (they say they get) is because I thought it can help figure out the correct address narrow down if it’s correct ie if the electoral roll on 192 says - 2021 and he’s saying he doesn’t live would he not have been asked to provide proof of address for benefits which if he’s telling the truth would be different to what the electoral register on 192 is saying 

as for the debt yes I run a small business I have proof of debt owed but have been told I have to give him chance to pay debt as in track him down and send him a letter to give him a chance to pay before I can take it further! I’ve no interest in his circumstances I just need an address 

I understand what u mean about why would I believe him but if for talking sake he was telling the truth and he definitely moved address in early 2020 would there be any reason as to why the info on 192 says 2021

Either he's not telling the truth and he still lives at the same address and 192 is correct or he's not telling the truth and he's moved and hasn't registered on the electoral roll. You don't need to be on the electoral roll to be eligible to claim UC.

I understand what your saying poppy but if he’s not telling the truth and he’s moved and hasn’t registered on the electoral roll at his new address then that still doesn’t explain why he’s still registered at his previous address as 192 states if he doesn’t live there anymore then surely it would only say 2018-2020 the only way it would say 2021 would be if he’s registered online/ by post this year or do ER just assume he’s still there which makes no sense as it’s illegal not to be on the electoral roll u can be fined
