It’s could be the phone service has been moved onto DV  from the normal PSTN service, that may explain  why the phone worked for a week ( if it were plugged into the normal phone socket ) , when a customer is moved off the legacy phone network and into DV, you have to plug the phone into the routers ( home hub ) phone socket , not leave it in the old phone socket , these instructions are sent along with the date of the changeover, has your relative tried a phone plugged into the router phone socket ?

BT Digital Voice requires the phone to be plugged into the router and not into the wall (so you need a BT Home Hub 2 with a phone jack) or you need a Digital Voice Handset or adapter which communicates with the router

DECT handsets dont work unless their base station is plugged into the router jack. look here This is the BT info https://www.bt.com/help/landline/digital-voice-migration

All the phone traffic is carried via the router and you should have a phone number associated with your router.

If you look in the router set up - just type in 192-168.1.254 into your browser (you dont need a pasword) you should be able to see the route ststus - on the left second box down is the phone number. If you dont have one then its not been provisioned.

Is this sheltered housing or similar?
Am I alone in thinking that this is a totally unsuitable system for such properties, as in the event of a power cut, the personal alarm system will not work, as the router will be offline?
No free lunch, and no free laptop ;)
