    If the receiver of the PCN lives in England but the location of the alleged breach of contract was in Scotland, which jurisdiction applies?

    So as mentioned above , use the correct version

    You are not using/quoting the BPA CoP relevant to the parking event  -  presumably this was after January 2020 and therefore V8 is applicable and 13.2 states:-

    "13.2 The reference to a consideration period in 13.1 shall not
    apply where a parking event takes place. "

    I am confused now? one says 10minetes grace one 5minutes one just reasonable? And 13.2 none at all if you are parked?

    Only one version of the BPA CoP is applicable.
    That should remove some confusion.

    The BPA changed it in favour of their members. Clever, innit?  Let's hope the Government doesn't fall for it; the last draft published of PAS232 certainly had a consideration period and separate grace period as appropriate to the land.
