When I pointed out that they should be able to cancel PCNs, he replied that they were able to do so on behalf of their customers but at some point PE introduced charge for such requests and therefore they don't do that anymore.
Interesting, and that does tally with what Lidl Head Office are doing in refusing to cancel any.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would be telling Lidl that it is a shame they have spoiled your last ever visit to a Lidl store anywhere in UK.  Other supermarkets (who appreciate their customers) are available and I wonder what my friends and family will think when I tell them!

Yeah, that's why I shared this information with the forum.
It's still questionable though if it's ok in regards to their support of customers and their loyalty. I suspect that they might go more aggressive way of attracting more new customers but not caring a lot about them afterwards, which is a reality everywhere nowadays.

@Coupon-mad so do you think my appeal look ok or is there anything to change at all?

Dunno, always quote what you want us to look at, if on a new page.

    Here it goes again:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about the matter to your client landowner.

I parked my vehicle at the Lidl's parking at 8:10am, did some shopping, paid for it at 8:36am (see receipt) and drove away by 9am.
Then I parked by Farmfoods, did some shopping and paid for it at 9:19am (see receipt).
On my way back I entered Lidl's parking for the second time at about 10:15am, did some shopping, paid for it at 10:23am (see receipt) and left the parking at 10:25am.
However, your PCN states that my car was at the car park from 8:10am to 10:25am.

Therefore I require that your Data Protection Officer scrutinise the ANPR images for the missing 'orphan images' and you refund me as the PCN was paid (see confirmation of payment).
In order to resolve the dispute I attach copies of receipts from Lidl and Farmfoods.

I think you need to highlight the double-dipping element.

    Here it goes again:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about the matter to your client landowner.

I parked my vehicle at the (name of store) Lidl's, parking at 8:10am, did some shopping, I shopped in the store and paid for it at 8:36am (see receipt) and drove driving away by 9am.
Then I parked by at (name of store) Farmfoods, did some shopping shopped in the store, and paid for it at 9:19am (see receipt).
On my way back home I entered (name of store) Lidl s parking for the second time again at about 10:15am, did some more shopping, paid for it at 10:23am (see receipt) and left the car parking at 10:25am.

However, your PCN states that my car was in at the car park from 8:10am to 10:25am. This is a classic example of double-dipping and highlights your ineffective number plate recognition systems.

Therefore I require that your Data Protection Officer scrutinise the ANPR images for the missing 'orphan images' and you refund me as the PCN was paid (see confirmation of payment).

    Just a suggestion.
