Insurance companies can ramp up premiums based on postcode and effectively charge large proportions of the ethnic minorities a premium based on certain postcode location.They will almost certainly be able to show that the risk of vandalism or theft is greater in such areas. It's quite a leap from there to say they "...effectively charge large proportions of the ethnic minorities a premium"
