That's a bit harsh.  Just because somebody has made poor financial decisions doesn't necessarily mean that they are dishonest.

No, I suspect it's more that those with serious money problems (or who have had them recently) may be more tempted to commit fraud.

How is it racist? In 35 years of driving I've never been ask to supply my ethnicity.

Insurance companies can ramp up premiums based on postcode and effectively charge large proportions of the ethnic minorities a premium based on certain postcode location. 

You will never get to the algorithms behind the numbers though.

They will almost certainly be able to show that the risk of vandalism or theft is greater in such areas. It's quite a leap from there to say they "...effectively charge large proportions of the ethnic minorities a premium"

Nothing to do with race then, just anyone living in that postcode. I wouldn't trust everything you read in the Daily Mail.
