Parking charge

I went to my GP surgery the other day and was there for 15 minutes having to sort out a paper copy of my prescription due to the pharmacy's system being down. Today I received a 'Parking Charge Notice' from Parkingeye asking for £100, or £60 if I pay within 14 days. The letter says there was plenty of signage and that I was supposed to register my number plate inside the surgery. I didn't notice signs (it never occurred to me I'd have to pay to park outside my surgery, particularly for a short visit, so I didn't look for them) and no-one inside the surgery mentioned registering my number plate on their system.  Do I have a case to dismiss this, or should I just pay up?  It seems extraordinary to me that this has become a thing - maybe the surgery should have let its patients know when they moved into their new premises.
