Parking charge

I went to my GP surgery the other day and was there for 15 minutes having to sort out a paper copy of my prescription due to the pharmacy's system being down. Today I received a 'Parking Charge Notice' from Parkingeye asking for £100, or £60 if I pay within 14 days. The letter says there was plenty of signage and that I was supposed to register my number plate inside the surgery. I didn't notice signs (it never occurred to me I'd have to pay to park outside my surgery, particularly for a short visit, so I didn't look for them) and no-one inside the surgery mentioned registering my number plate on their system. Do I have a case to dismiss this, or should I just pay up? It seems extraordinary to me that this has become a thing - maybe the surgery should have let its patients know when they moved into their new premises.

The helpers on there are very very busy so please only ask questions after you have read the newbies guide carefully.
Do not ignore letters from PE or their solicitors, do ignore letters from debt collectors.
Note that you cannot get a CCJ until after it has gone to court and you have lost (very unlikely if you follow the guide) and then not paid.1 -
Our surgery recently introduced a similar system. There are signs - about 8 feet in the air and it was mentioned on their Facebook page. I think they should have written to all patients to warn them. The pads to enter vehicle registrations are tucked away in corners so wouldn't be obvious to anybody not looking for them.
