I really don't think the old paper driving licence fits the description given by RBS of:
"Be a full or provisional photocard licence (the paper counterpart is no longer valid as legal ID), issued in the UK"

But, as I and others have already pointed out, there is no need for id for a switch.
There is for opening an account.
If RBS accept account applications without photo id by phone then the OP needs to do that, and not confuse matters on the call by discussing the switch.
Once the account is open, OP does the switch online.
There's been no response from the OP for a couple of days, so maybe they are proceeding like that.0 -
Too late to complete by applying for a photo ID licence. Need to do the switch from Tesco by the 15th. Currently license taking 3 weeks or more. You don’t qualify for the switch off over the phone as you still need to post ID to them or visit a branch. And only complete online applications get the possible £150. Nevermind...0
