  • Go to What you need to open a Current Account | Royal Bank of Scotland - RBS and scroll down to see what they will accept in branch or by post.  You can manage to do this without photo ID.

    A bus pass is not considered appropriate ID.

    The RBS website in one place says they accept provisional driving licences and elsewhere that they no longer accept these!
    The OP could use their old paper provisional, HMRC tax letters or DWP benefit/pension letters.

    They do accept the old paper Driving Licence (full/provisional) for those that still have those.
    It's just the (obsolete) paper counterpart of the newer Photocard licence that they don't accept.
    But the old paper provisional licence (which I do have) might be ok to set up an account but not the Switch offer alas. 
    You don't ID to initiate an account switch.
    You can do it on the Royal Bank website without even logging in.

    The legacy documents don't have a paper counterpart.
  • After spending another hour hanging on they tell me the switch and save offer only applies for online applications! Pity they don’t say that on the site where they tell you to phone for information! Might have to get a passport even if I have no intention of going abroad! Though as the Tesco account I was intending to swap needs to be done by the 15th November probably too late for that offer!
    Might be quicker and cheaper to apply for a replacement driving licence?

    I doubt that either a passport or driving licence would arrive in time.

    But, as I and others have already pointed out, there is no need for id for a switch.

    There is for opening an account.

    If RBS accept account applications without photo id by phone then the OP needs to do that, and not confuse matters on the call by discussing the switch.

    Once the account is open, OP does the switch online. 

    There's been no response from the OP for a couple of days, so maybe they are proceeding like that.

    Too late to complete by applying for a photo ID licence. Need to do the switch from Tesco by the 15th. Currently license taking 3 weeks or more. You don’t qualify for the switch off over the phone as you still need to post ID to them or visit a branch. And only complete online applications get the possible £150. Nevermind...

    3 weeks,? mine has just been returned after address update and took over 4 months, i was informed after making a complaint that the civil servants are all on strike whilst working from home, you could not make this sh*t up.
