The RBS website in one place says they accept provisional driving licences and elsewhere that they no longer accept these!
They do accept the old paper Driving Licence (full/provisional) for those that still have those.
It's just the (obsolete) paper counterpart of the newer Photocard licence that they don't accept.
You can do it on the Royal Bank website without even logging in.

But, as I and others have already pointed out, there is no need for id for a switch.
There is for opening an account.
If RBS accept account applications without photo id by phone then the OP needs to do that, and not confuse matters on the call by discussing the switch.
Once the account is open, OP does the switch online.
There's been no response from the OP for a couple of days, so maybe they are proceeding like that.0 -
Too late to complete by applying for a photo ID licence. Need to do the switch from Tesco by the 15th. Currently license taking 3 weeks or more. You don’t qualify for the switch off over the phone as you still need to post ID to them or visit a branch. And only complete online applications get the possible £150. Nevermind...0
