Landline calls from NI to ROI

Some providers, including Plusnet and BT, class calls between Northern Ireland landline and Republic of Ireland landline as UK calls and therefore are included in an Anytime UK calls package so no need to purchase additional international calls package.
Currently looking at EE and Vodafone providers, anyone know how they class these calls?
