How to report uninsured vehicle parked on the road?

There is limited parking space where I live. Family moved into a rented accommodation. They have a few vans. Some are Luton box van and one is a recovery van. They are parked on the main road. All are taxed and mot'd. None are insured. I assume the owner might use a trader insurance (if that is what it is called) to cover…

Not sure if things have changed but one area of Bradford some years ago was reported to have 57% of vehicles neither taxed or insured yet little if anything was done about it.
