How to report uninsured vehicle parked on the road?

There is limited parking space where I live. Family moved into a rented accommodation. They have a few vans. Some are Luton box van and one is a recovery van. They are parked on the main road. All are taxed and mot'd. None are insured. I assume the owner might use a trader insurance (if that is what it is called) to cover him. I had assumed that nowadays every vehicle parked on the road must be insured. If that is the case who can I report this to? They only use one van a day. It varies. 

If it was not for the parking issue I would have just kept quiet.

    There may be a link for each police force but a quick google showed a link to avon and somerset police - essentially its 'reporting a suspected crime' so maybe google your local force

    As far as I am aware you are only allowed to do this under certain circumstances, such as when involved in an accident, due to Data Protection.  It won't show valid trader's insurance which would, as far as I know be against a trader's plate.

    Are there are local regulations about parking large commercial vehicles on residential streets?

    If I understand it correctly, to use a commercial vehicle over 3500kg (which a luton and a recovery vehicle *could* be), you need an operators license and that requires a yard with suitable off-street parking for them:

    Of course, they might be plated under 3500kg and you'd never be able to tell, or they may not be running them 'for hire and reward'.

    Any idea what they do for work?

    I'd also assume they'd need to be insured properly as a traders insurance won't cover them for anything beyond transporting and test drives. They may have some kind of fleet insurance but I'd assume they'd still need to be listed in the policy.

    Is the car parked on the correct side of the road during the night or wrong side, wrong side without lights is £1000 fine.  At night a large van without lights - just an idea.

    You say it is taxed and therefore its not SORNed. Since the Continuous Insurance Enforcement came into effect any vehicle thats not SORNed must be insured irrespective of where its kept. Enforcement is done electronically by a simple comparison of  vehicle registrations not SORNed -v- the MID database of insured vehicles. Any that dont bring up an insurance record initially get a warning letter and subsequently the FPN if the vehicle status doesnt change.

    No, it isn't. It's most likely a £100 fixed penalty. If it ever came to court any fine is income-related: the £1,000 is a maximum which few would achieve.
