30 is more than sufficient, anything over 5 should do.

Like molerat says, 30Mbps is fine for Netflix.
Whilst it's possible you might get a marginal improvement with a different router, I'd imagine the speed at her flat is essentially dictated by the connection with the Three mobile network.1
