    If you're paying the minimum and not clearing the debt and you've been in that situation for a long time, you need to take action, people weren't doing it so the regulator steps in 
    Some lenders responded to the legislation by increasing the minimum payments on their cards so their customers wouldn't fall into the FCA definition.  I guess they figured it'd be cheaper doing that than building systems to monitor customers repayment levels to determine if they were in PD or not.
