I know the person I am assisting won't complain to their MP but I am certainly happy to complain purely as an 'observer' of the situation rather than as a victim.0 -

Having never been there I can't confirm there are no other locations to pay but they must be well hidden if they are.

Very weird. And that Excel sign is a nonsense ... you'd spend more than 5 minutes reading it even before you reach the (non-obvious) £100 PCN value. 🙄Jenni x4

Parliamentary rules dictate that you must go through your own local MP !
Rules are rules , so no choice in the matter , so the complainant contacts their local MP , first
You can ask your MP to contact the one for the location3 -

If I were the judge I would reject purely on the technicality that the "0 minutes" rule creates the impossible situation of ANYBODY being able to satisfy the T&C's in the time allowed. All other rules being invalidated as you have committed the offence even if you do pay as required.0
