I think I was scammed, how should I go for a refund.

They can’t use my card can they, I tried using it but it failed, so used paypal
Or it could be it was blocked by banks security system.
As a aside on this. Having to stop the card is not something you have a choice in if the bank wants to stop it. So if you do not have a 2nd bank account. I suggest that you get one, or other method of payments Credit Card maybe.
Had the dubious please of having to tell lots of people that are stopping their cards just before Christmas or other public holiday meaning longer delays in cards getting to them.
Just think a card stopped on aa day or 2 before Christmas Eve is in reality not going to arrive till the new year due to holidays in card production facilities & postal holidays.Life in the slow lane0 -

Who should I ask for a refund from, PayPal or my bank and say what?, also I can’t afford my card cancel as need it for weekend, but if I call them later they will say why you tell us now.
Also it’s left PayPal but not on my bank yet, not even pending.
Or should I give 5% chnace they’re I’ll find me someone

Final step is to take them to court in India. No idea what for though, they haven't done anything wrong - So would be very expensive for you.
