    At least with a ticket you have your entry time, or the time by when you have to leave. Even if you know you're driving past ANPR cameras (and so many who come here a blissfully unaware), you have no information to confirm the times the cameras are working to.

    As confirmed in HMRC vs NCP. The contract/time begins when "the green button is pressed". It does not start when the vehicle passes an ANPR camera which is one of the reasons why they should not be used for car park monitoring.

    In this instance the point is that the camera technology failed to correctly read the characters, failed to read a number plate at all, misinterpreted characters from an item of clothing, and issued an automatic penalty charge without any human checks.

    This resulted in a DPA/GDPR failure by the council for obtaining and processing personal data, and the DVLA for releasing it without checking that the requester had reasonable cause to do so.

    I think the poster may be referring to pressing a button to get a ticket and the barrier opens ... in that scenario the vehicle is not yet parked but the clock has started ticking. :)
